Acquisition Support (specializing in contract closeout): B.I.G. has provided a broad range of acquisition support services to the Federal Aviation Administration - FAA, Department of Transportation - DOT, Department of Justice - DEA, State Department - DOS, Department of Defense - DOD, Substance Abuse and Mental Health Services Administration (SAMHSA) - HHS , and Department of Labor, as well as classified DoD acquisition support activities. B.I.G. typically produces a 6:1 Return on Investment (ROI), and has earned the firm numerous letters and other quality recognitions. Services include technical writing (Performance Work Statement and procurement package documentation); administration and closeout for contracts and grants; indirect rate and incurred cost audits; litigation support; financial reconciliation; administrative support; training for both government and commercial entities; policy analysis and development of format documents and Standard Operating Procedures; and resolution of government property. Our team prepared a presentation on closeout for an FAA-wide audience, receiving numerous accolades. As a direct result this contract leadership on the initial FAA contract, the prime was named DOT MEDWeek Contractor of the Year. Our SAMHSA grant closeout activity was commended by the HHS Inspector General, noting that SAMHSA was the only HHS organization audited for which they had no findings.
Acquisition Support: B.I.G. provides acquisition and administration support to the Office of the Assistant Secretary for Administration and Management (OASAM) at the Department of Labor (DOL) in all aspects of the Federal procurement process. Tasks span the entire contract life-cycle: pre-award, award, post-award and close out. In addition B.I.G. Enterprises provides support in the areas of reporting, policy, file maintenance and supply management. There are currently fifteen (11) full-time staff members on-site at DOL in support of the OASAM, Office of Procurement (OPS), which is supplemented by three (3) additional Acquisition Support Contracts (Grants, ARRA Procurements and ARRA Policy Support).
B.I.G. provides on-site Contractor procurement and administrative services to assist the U.S. Coast Guard (USCG) Office of Contract Operations in all aspects of the Federal contracting process, utilizing all applicable regulations and local procedures. Our tasks include pre-procurement planning through solicitation, award, administration and closeout. This also includes support in the areas of cost and pricing and preparation of performance work statements and specifications. This is a follow on to a predecessor IDIQ contract which reached the ceiling value two years early as a result of the quality professionals provided by B.I.G. The current contract has also added three new customers, including Norfolk and Louisiana locations and we have reached the current contract ceiling.
Financial Management and Reconciliation: B.I.G. has supported the Federal Aviation Administration, DoD and other corporate and government organizations in reconciling accounts payable transactions, reconciling payment histories, deobligation of funding, and other financial management support activities. A primary goal of each of our contract support activities is to maximize the productive use of agency funding. B.I.G. has been especially effective in utilizing our expertise in acquisition consulting environments to ensure liquidation or deobligation of at-risk funding, while utilizing audit, negotiation and closeout to minimize the impact of previously canceled funding.
Contract Audit and Litigation: B.I.G. efforts resulted in a savings of over $2.5M, by identifying unallowable costs and supporting a negotiated settlement. According to Ms. Brown, “B.I.G. continues to provide on-time excellent services in support of closeout…the closeout audit functions that they have performed have proven cost-savings to FAA.”
Statistical Analysis - FAA: B.I.G. performed regression analysis to demonstrate the value achieved by resolving FAA’s closeout backlog, and the impact of remaining unclosed actions.
Medical Transcription: B.I.G. has an excellent performance history in supplying transcription services to multiple healthcare facilities, including current contracts with VA hospitals in NY/NJ (VISN 3). Within these contracts, B.I.G. performs remote site HIPAA-compliant medical transcription (MT), to include recording and tracking dictation, transcribing to conform to MT best practices, and transmitting files using a secure transmission protocol. B.I.G. is responsible for material dictated by physicians, from many disciplines and will require adaptation by the medical transcriptionist to variation in speech, tone, voice volume, delivery, pronunciation and enunciation. Construction and Renovation - Department of the Army (West Point): B.I.G. was awarded $585,000 to provide construction services to the Department of the Army West Point academy. B.I.G. and its subcontractor Metropolitan Siding and Windows replaced roofing, siding and gutter installation requirements, HVAC, as well as B&P support. The project was completed ahead of schedule at the awarded firm fixed price, with no requests for additional funding.
Construction/Construction Management - Hensel Phelps Construction Co: B.I.G. Enterprises, Inc. was recently awarded contract 5903019-1015000 as subcontractor to Hensel Phelps Construction Co. for ‘Add/Alter Commissary’ on Andrews Air Force Base. B.I.G. has been tasked with over $235,000 to date under the IDIQ contract, which has a target total value of $400,000. Work includes a broad range of interior renovation, material handling and construction management services.
Department of State - Performance-Based Statement of Work (PWS): B.I.G. has drafted performance-based statements of work for the U.S. Department of State. Two projects support a critical and highly visible requirement involving security at domestic and overseas State Dept. locations. Tasks include engineering, project management, technical and physical security, information technology and research and development functions.
