The purpose of this indefinite-delivery, indefinite-quantity (IDIQ) contract is to obtain on-site Contractor procurement and administrative services to assist the U.S. Coast Guard (USCG) Office of Contract Operations in all aspects of the Federal contracting process, utilizing all applicable regulations and local procedures. Our tasks include pre-procurement planning through solicitation, award, administration and closeout. This also includes support in the areas of cost and pricing and preparation of performance work statements and specifications. This is a follow on to a predecessor IDIQ contract which reached the ceiling value two years early as a result of the quality professionals provided by B.I.G. The current contract has also added three new customers, including Norfolk and Louisiana locations and we have reached the current contract ceiling.
Most orders are for a broad range of contract specialist services, including all types of contract vehicles to include CPFF, labor hour, fixed price, and contracts with mixed contract types and funding as well as complex incentive systems. Our staff supports major systems acquisitions as well as the services division. Typical procurements also include GSA buys, negotiated procurements, small business set-asides, processing of MIPRs, and Part 14 requirements. Services include cradle to grave acquisition planning; pre-award activities such as market research, synopsis, and industry briefings; document preparation such as development of RFP/RFQ, posting electronically, drafting contract document and supporting file documentation, and preparing the Official Contract File for the Contracting Officer (KO) signature.
With respect to procurement analysis, B.I.G. successfully organizes and administers the annual Data Accuracy Review as mandated by the Office of Management and Budget (OMB) for all Federal agencies. This audit requires recruiting and training contracting officers and contract specialists for the specialized skills involved in reviewing hard copy files of parent contracts, stand-alone contracts, and delivery/task orders of all types, to ensure that USCG contract reporting to the FPDS-NG system is in full compliance with Congressional requirements. B.I.G. staff members review all contract records for accuracy and completion, while in the field with the 42 separate USCG contracting sites. B.I.G. provides program assistance and policy guidance on proper acquisitions business practices to all Coast Guard acquisition professionals.
To handle the expansive amount of information that was produced from the Data Accuracy Review project, B.I.G. designed and developed a custom database manufactured for the sole purpose of a logical and secure process to receive, organize, and interpret all data. This data is then presented in a report to the Head of Contracting Authority for the USCG, and then to the OMB by way of the Department of Homeland Security (DHS).
B.I.G. developed and administers a database system to track and report on the success of various CG elements in providing FPDS data.
